What is an HWS Home?
Housing with Support homes — previously known under the Domiciliary Hostel program — provide supported residential housing for adults who are at risk of homelessness, including those dealing with mental health challenges, addiction recovery, or other vulnerabilities. The program is part of Ontario's Community Homelessness Prevention Initiative (CHPI), funded through the Ministry of Municipal Affairs and Housing, administered locally by regional municipalities.
Revenue & Payment
Payment comes directly from the local municipality rather than from individual residents. Municipalities set their own rates — some pay per diem, others use lump-sum contracts.
How HWS Differs from CHO
HWS homes operate very similarly to CHO homes day-to-day. The key distinction is the source of residents: CHO residents are placed through the Ministry-designated CHO service provider, whereas HWS residents are referred through municipal social service agencies.
Regulatory Position
HWS homes are exempt from the Residential Tenancies Act (2006) and the Retirement Homes Act (2007). Where the home is also the operator's principal residence, it is exempt from income tax on that portion of the income.
